Briefly describe what you observed. - Where did it happen?
Give as much information as possible about the place where something happened. If you do not know exactly where you are, a smartphone or car navigation device can help. - When did it happen?
Be as specific as possible about the time, or period, of the event. - How did it happen?
Briefly describe the sequence of events. - Why did it happen?
Was there anything that preceded it? Are there causes for what happened? - Who is involved?
Give details of the perpetrator, victim and witnesses. If unknown, describe those involved.
Do not end the conversation until the conversation is ended by the police. Depending on the facts, you may be asked about injuries, property damage, or descriptions of people, for example.

- If you encounter a group of people that seems threatening to you (e.g., drunk, rowdy people), it may be a better decision to avoid the group and take a longer route. If it is convenient and seems safer, move to the edge of the crowd to reach your destination. Staying out of the way of a perceived danger is never a sign of cowardice, but demonstrates "common sense."
- When you are out and about, it can be helpful to form a group, looking out for each other and supporting each other if necessary.
- If you find yourself in a situation that is threatening to you, draw attention to yourself by shouting loudly, using "shrill alarms" or whistles, and try to actively ask bystanders to help you. Address the person specifically ("You with the blue jacket! I need help!").
- Try to continue on your chosen path or retreat to safe areas. Safe areas here can include open places of business, public transportation, gas stations, or even cabs. As soon as you feel safe again, notify the police by calling 110.
- Even if you do not see any danger to yourself, but notice threatening groups of people, do not be afraid to notify the police via "110"!
Victims' rights and victim assistance in cases of sexual offenses
Despite all care, people become victims of sexual violence. The experience of sexual violence puts many victims in an exceptional situation. They may be psychologically distressed and fearful of the perpetrator or the reaction of those around them.
Victims of sexual violence have very far-reaching rights. The police are familiar with the topic, trained and particularly sensitized to the exceptional situation of the victims. You will find specially trained police officers in the "Crime Prevention and Victim Protection" department of every district police authority. They will accompany you, be there for you, and give you specific information about professional counseling centers and offers of help.
Before filing a complaint, it may be helpful for victims to seek advice and help from a specialized counseling center for sexual violence. The staff of such a counseling center are bound to secrecy and are not allowed to file a criminal complaint on their own initiative.
Specialized counseling centers can give you further and more in-depth advice, assist you in word and deed, and advise you in deciding whether to press charges.
If, on the other hand, the police or public prosecutor's office becomes aware of the matter, they are obligated to prosecute.
By filing a complaint with the police, you create the prerequisite for the perpetrator to be held accountable and sentenced. In this way, you protect yourself and possibly others from becoming (another) victim of this perpetrator.
